Few countries have implemented the new EU TV Directive

According to a recent report from Broadband TV News, just three countries so far have fully implemented the Audiovisual Media Services Directive (AVMS Directive) – the successor to Television Without Frontiers.  The deadline for implementation was 19th December 2009.

Only Belgium, Romania and Slovakia have informed the Commission of full implementation of the Directive, while some limited measures have been taken by Denmark, France, Luxembourg and the UK.  Apparently the directive has been 'partly' put in place by Austria, Germany, Ireland, Malta and the Netherlands without the Commission being notified.

The Directive covers the regulation of on demand services including advertising quotas. It also addresses the issue of channels that broadcast to other European countries from a separate country of origin.

The EU has fairly severe remedies for nation states which do not implement Directives on time, including substantial fines.
